| Breezy Point October Council Meeting HighlightsBy Paul Boblett, Editor Past Due Sewer Bills Certified A public hearing was held during the Monday, October 5 regular council meeting for several Breezy Point property owners who are delinquent in their sewer bill payments to address council. No property owners were in attendance to discuss the past due bills. Council then unanimously approved resolution 09-32 to certify the delinquent charges to the property owners’ 2010 taxes. Mayor JoAnn Weaver stated that as they thought, additional property owners are now included within the minimum six month timeframe. Council set a November 2, 2009 public hearing during their regular monthly meeting for those additional property owners now in arrears for their sewer bills. Land Donation Accepted Council voted unanimously to accept a property donation fromresident Jennifer Merle. The Parks and Recreation Committee recommended that council accept Merle's donation. Merle’s donation of wooded property just east of the Breezy Point City Park will provide a buffer between the park and residential properties. Budget Discussion Interim City Administrator Coralee Fox spent nearly an hour prior to the city’s regular business meeting reviewing and discussing with council several budget and fund scenarios including TIF, Economic Development Authority, Land Acquisition and Park Dedication fees, and how they can be used. The final 2010 budget must be submitted to the State of Minnesota in December. Buschmann Corridor Study Councilman Tom Nelson and Mayor Weaver were approved by council to review the RFP’s for the Buschmann Road Corridor Study. Nelson and Weaver will present information and a recommendation at the November regular council meeting. The vote was 3-2, voting no were council members Williams and Lee. Public Safety Mayor Weaver presented officer Josef Garcia with the Life Saver award for his participation in the pre hospital care of an unresponsive patient in respiratory distress on August 13, 2009. Council unanimously updated the Breezy Point Police Department missing persons policy to include language concerning “Brandon’s Law”. The police department reported a total of 286 calls for the month of September. They included 128 for traffic; 31 agency assists; 14 animal related; and 11 medicals. In other council action: • Clarified language in the September minutes to a motion concerning the cemetery tree removal as a two-step process. This was part of the consent calendar. • Directed staff to initiate a feasibility study for the rebuilding and tarring of the entire 890 feet of Sand Drive, including the ERU and cost per ERU information. Interim Administrator Fox said she would have information on the cost of the study at the November council meeting. • Approved the renewal of the city's 12-month contract with TDS Telecom to provide DSL and long distance services for Breezy Point. • Approved improvements to the city hall sound system and accepted the bid from Universal Communications Technologies Inc. to complete the project for $2,686.69. • Approved the purchase and installation of a new utility payment drop box at a cost of $2,014.59.
