Breezy Point City Council Approves Study for Sand Beach Drive

The Breezy Point City Council unanimously accepted the proposal from Landecker and Associates for a feasibility study for Sand Beach Drive at their regular monthly meeting on November 2.

At their October meeting, council directed staff to procure a quote from the engineering firm for the cost of a potential study.

Landecker’s proposal includes that the entire length of the road (890 lineal feet) will be taken into consideration in the study. It will include recent residential improvements and impacts along the road, and will not exceed $760 in cost.

Interim City Administrator Coralee Fox noted during discussion that the current Breezy Point road improvement and assessment policy states that roadways have a service life expectancy of 15 years, and that if it has been more than 15 years since the road was improved, then the road should be considered as a new project.

She added that the city’s records show that the road was paved in 1978, and again in 1988.

Fox stated that the costs of any improvements could be assessed to all Sand Beach Drive property owners affected by the improvements because it is a new project. Council can also determine what percentage the city will pay for the improvements, if any.

After the feasibility study has been completed, council will decide whether to proceed with the project.

Billy’s Bar and Grill License Approved
Council unanimously approved a liquor license for Billy’s Bar and Grill.

The business, formerly Birchwood of Breezy, is located on County Road 11 is co-owned by Christopher Jensen and William Pestello.

Jensen is the controlling and capital partner with 51 shares of the business. Pestello's has 49 shares, he is the operating partner, assigned with management of the day-to-day operations of the bar and restaurant.

Public safety
The Breezy Point Police Department reported a total of 189 calls for the month of October including 90 traffic incidents, 23 agency assists, 12 medicals, three accidents, and one fire.

In other council business:
• Approved a new ordinance to allow for the possibility of a manufactured housing development within city limits. Council passed this ordinance to comply with Minnesota statutes on a 3-2 vote, voting no were council member Diane Williams and Mayor JoAnn Weaver.

• Approved employment advertising for a full time City Administrator/Clerk position.

• Approved a bid from Mathias C. Justin, LTD of Pequot Lakes to perform audits from 2009-2011. Cost for 2009 will be $9,950; $10,500 for 2010 and $11,500 for 2011.

• Directed staff to develop an ordinance for storm water utilities that will be reviewed by council at their regular December meeting.
