Emily Council Highlights

Crow Wing County Board Member, Doug Houge, attended the Council meeting to discuss the proposed ATV trail that starts in Brainerd and will be going through Emily. This is just in the beginning stages and there will be town board meetings in the future.

Approved payment application #4 from Rice Contracting & Development Services in the amount of $6,978.19. The punch list for the 2007 Road Project, Dahler Avenue, is completed. Rice Contracting was granted permission to store dirt on City land until June 1, 2010, at which time it needs to be removed or there would be a $15,000 penalty. During this storage period the City may use the dirt as needed.

Approved the proposal from Braun Intertec in the amount of $3,400 for soil borings that are needed for work on the drainage issue for County Road 1, from Kathy’s Kut & Kurl to the second City maintenance shop.

The Council approved using EDA funds, in the amount of $1,000, for a promotional video regarding the City and surrounding areas. The City of Fifty Lakes Council and Crooked Lake Town Board will also receive a request for funds. The cost is $1,850 production plus advertising costs per year. The Council will have the opportunity to view the video before the advertising starts.

The Council approved the Police Department to spend up to $2,000 for a new laptop for one of the squads and batteries for the radios.

The First Responders were approved to spend up to $200 to purchase banners for their vehicle for the Emily Day Parade. The banner will state: Emily First Response Unit, Celebrating 20 Years Service, 1988-2008. The First Responders were also approved to spend up $100 for meals for volunteers working Emily Day. This money will come from donations the First Response Unit has received from individuals. The Council accepted the resignation of Zed Schweitzer from the First Responders.

The Council approved the proposal from Wannebo Excavating in the amount of $800 to trim the liner at the sewer pond. This will complete the pond trimming.

The Maintenance Department was approved to purchase a trailer sprayer for weed control, especially around the sewer pond, up to the amount of $350. The Council approved the Policy and Procedures for the Recycling area to be followed by the Maintenance Department.

The Council approved a sit down meeting with the owners of Ruth Lake Resort, and their representative, Mark Ronnei, City Attorney Steve Qualley, Mayor George Pepek, and Planning and Zoning Chairperson, Bob Swanson. This needs to take place within 60 days or the City Attorney will continue with the Council request of litigation.

The Council approved the placement of an employment ad for a Full Time Maintenance employee.

Approved Julie Frank, Pat Kestner, Shirley Blaisdell, Marie Reineck, Jan Pope, Jessie Guelich, Christa Andrews, Kathy Malm, Alice Heinecke and Donna Jones as election judges for the 2008 Primary and General Election.
