Manganese Mine Memorandum • The City Council approved by a 4-1 vote (voting no was Russ Gustafson) a Memorandum of Agreement between the City of Emily and Cooperative Mineral Resources (CMR). The City will collect the entire interim use permit fee through CMR’s payment of one-half cent for every one pound of manganese extracted and sold during the proposed bulk sample collection. Public Works • Council approved a proposal received from Anderson Brothers in the amount of $5,433 for work on the Blue Lake Road Bridge. The work includes grading and shaping the existing base on either side of the bridge entrance and the construction of a 2.5” bituminous surface over polyguard NW-75 membrane on the bridge itself. The work performed should last at least 15 years, so the City will have time to save for a bridge replacement. Shadow Point Road will be repaired and paid for by the house hauler who damaged the area. • Dick Grabko, engineer with S.E.H. presented survey results for the proposed Ruth Lake sewer expansion project. He reported 115 surveys sent by mail to property owners in the proposed project area and 57 surveys were returned. Fifteen (15) households would be eligible for the Small City Development Program Assessment Abatement assistance. SEH recommends that if the project proceeds, that an additional door-to-door survey be conducted to establish a realistic number of income eligible households that would participate in an SCDP Assessment Abatement program. • Council approved Resolution 10-14, a resolution authorizing the City Clerk to make application to the Iron Rage Resources Public Works Infrastructure Grant Program. The Council also authorized Dick Grabko to submit the application to Section 569 NE Minnesota Environmental Assistance Program. This will give the City information on grant amounts the City is eligible to receive. • Mayor Pepek announced that individuals have been dropping off mattresses, vacuum cleaners and bikes near the recycling bins. The City has to pay to dispose of these items and it is not acceptable. One option is for the City to put up fencing and only have it open when the Maintenance Department is on duty. • Council also stated that if anyone sees the warning light flashing on one of the wastewater lift stations, they are asked to please call the Clerk’s office 218 763-2480 or the Mayor at 218 851-7528. Public Safety • Two new First Responders were approved, Dorothy Wille and Dale Wille. They are presently certified as EMT’s. • Chad Wosmek, who is presently an Emily firefighter, was approved as a First Responder pending passing the First Responder Class. The cost of the class is $300. • The Council approved the Emily Volunteer Fire Department to compete in the Palisade firefighter competition with registration in the amount of $300. • First Responder Ken Oftedahl’s resignation was accepted with thanks for his years of service. Chief Guentzel was approved to spend $50 towards food for the First Responders who will work on Emily Day, and approved Resolution 10-13, accepting a donation for the First Responders in the amount of $100 from John and Linda Van Straaten. • The Police Department has been notified that they will receive an in-squad video unit through a grant from the State Office of Traffic Safety. In other council business: • Accepted a donation of a bench and plaque for the City Park from the Emily Charter School. The bench was originally donated to the school by former school board chairperson Ginny Brannan. • Set budget meetings for August 11 at 6:00 p.m. and if needed, August 18, at 6:00 p.m. • Approved the Firemen Relief Association Audit Schedules, Schedule form for Lump Sum Pension Plans (Form SC-10) and 2010 Maximum Benefit Worksheet. • Accepted the letter of termination received from the Emily Charter School. | |||||||||||||||||||||||||||||||||||
