| Emily Council Sets Proposed 2010 LevyThe Emily City Council approved Resolution 09-13 for the proposed tax levy collectible in 2010 in the amount of $885,659.00 at the regular monthly meeting held Tuesday, September 8. The breakdown is as follows: General Fund $715,364.00, Sewer Fund 78,595.00, G.O. Permanent Improvement Bond Series 2005A 26,900.00, G.O. Sewer Revenue Bond 2006 64,800.00. The city’s Truth in Taxation hearing will be held during the public forum portion of council’s regular monthly meeting on December 8, at 6:00 p.m. Council approved a reduction in hours for the Police Department from November through March of each year. Crow Wing County is moving to a common policy procedure for domestic assault and related cases and the Emily Police Department approved to send four officers for training in Brainerd in October at no cost except compensation of time. Emily First Responders were approved to purchase five Zoll AED’s for $999 plus tax each including batteries, defib pads, and a two-year service contract. The unit usually sells for $1,595 without the two-year contract. Council approved Tanya Pierson as the new First Response Secretary after the resignation of Lisa Schweitzer in June, 2009. City Engineers Jeff Ledin of S.E.H. reported he would notify Crow Wing County Highway Department that the asphalt patching was part of the agreement to correct the drainage on County Road 1 and verify that the seeding is done. Ledin is checking on State aid bonding money for the bridge maintenance that will help reduce the amount needed in the budget. At the November 2009 regular meeting, the council will receive estimated costs to expand the sewer district. In other council action: • Approved a reimbursement of a $300 variance fee to Barbara Grove, since the application was withdrawn. • Approved the Planning & Zoning Commission to discuss a no permit or variance fee for a handicap ramp and set a meeting for 10:00 am, September 23, 2009 to discuss the comprehensive plan. • Approved Barb Hubbard and two additional employees or commissioners attend the training in Brainerd with reimbursement of mileage and time. • Set an EDA meeting for 10:00 am, September 15, 2009 to discuss an amendment to the Moritz housing TIF agreement. • Rescinded an April 12, 2009 council motion regarding reroofing one dug out with steel roofing at the cost of $906; approved spending up to $800 for asphalt shingles for the dug outs and approved accepting a donation from the Lakers Lions in the amount of $750. • Brian Glenz was approved to become a Full Time/Part Time employee, working for six months each year. • Approved Clerk Pat Kestner attend the Region II meeting on September 24-25 in Duluth at the cost of $20.00 plus reimburse mileage and hotel. • Accepted Perki Pepek’s resignation from the Park Commission with thanks.
