Enbridge Line 3 Pipeline Replacement Project
Enbridge proposes to construct a crude oil pipeline across Minnesota. The proposal would replace and expand the capacity of the existing Line 3 pipeline. The Minnesota Public Utilities Commission issued a Certificate of Need and Route Permit to Enbridge for construction of the Line 3 Pipeline Replacement.
A number of permits, licenses and other approvals from the Minnesota Department of Natural Resources are required for the project. The project would need additional approvals from other agencies and entities, including the Minnesota Pollution Control Agency .
The DNR will accept comments on Enbridge's permits and licenses applications from March 18 to 4:30 p.m. May 17, 2019.

Submit comments electronically through the online comment form. Comments are limited to 9,999 characters per application. Up to four attachments (under 20 MB) can be included.
Comments should address additional information needed in the application, identification of specific resources or areas that warrant special consideration, or recommendations on permit conditions or limitations.
The DNR will not provide individual responses to comments.
